If all you're concerned about is changing the input language, it's done exactly the same way in Windows 7 as it was in earlier versions of Windows: Control Panel > Region and Language > Keyboard and Languages.
If you want to completely change the entire Windows display language, there are two ways:
1) (Recommended) Upgrade to Windows 7 Ultimate and install the desired language pack(s) from Microsoft Update.
2) Purchase an Korean license for Windows 7, format the hard drive, and install.
